Classes of qualifications
The Tariff of Qualifications (ITT) is established by mapping classes of qualifications (i.e. qualifications that cover generic standards such as the FENTO standards or NVQs in Learning and Development) to the units of assessment in the new overarching professional standards for teachers, tutors and trainers. The Tariff of Qualifications (ITT) does not map individually named qualifications from specific Awarding Institutions, unless specifically identified as such. Consequently any individual legacy qualification may cover more of the new standards than the Tariff of Qualifications (ITT) has established. However it is the responsibility of the Awarding Institution (HEIs and NABs) to justify and declare where their students should enter a post September 2007 programme in terms of advanced standing, or any Accreditation of Prior Achievement (APA) from legacy qualifications from that same awarding institution. The Tariff provides consistency of treatment for those students moving between awarding institutions.
Changes over time
The new ITT qualifications introduced in September 2007 (PTLLS, CTLLS and DTLLS) contain elements that have been introduced over time and may not be covered in the legacy qualification e.g. introduction of the minimum core, emphasis on subject specialism, personalised learning. In these instances awarding institutions or other relevant bodies may require additionality in order to meet the full requirements of the qualification or Recognition.

Mapping only to same level qualifications
Legacy qualifications will only be mapped to an equivalent level in the new qualifications framework (e.g. NQF Level 4 FE Teachers Qualification will only be mapped to the same level qualifications in the new framework PTLLS, CTLLS and DTLLS). However individuals may have evidence that can support their claims to higher levels of the new qualifications or the requirements of Recognition.
Clarification of Level 4
Legacy qualifications at Level 4 are based on the old National Qualifications Framework (NQF) levels. Level 4 in the new NQF/QCF has been broken down into three levels: Levels 4, 5, and 6 that compare with the qualifications awarded by higher education institutions. The new framework of ITT qualifications is based on this new NQF.
Coverage of PTLLS
While the Tariff of Qualifications (ITT) demonstrates that some legacy qualifications sufficiently cover PTLLS, a learner cannot be awarded the PTLLS qualification. A trainee teacher/trainer can only use the coverage in the course towards gaining a Certificate in Teaching in the Lifelong Learning Sector (CTLLS) or a Diploma in Teaching in the Lifelong Learning Sector (DTLLS).
Mapping of all approved Skills for Life stand alone qualifications
This category covers those who qualified under DfES policy requirements for literacy and numeracy (2002) and ESOL (2003) and were awarded an approved qualification for subject specialists. These teachers are not subject to additional requirements in terms of their Skills for Life subject specialism(s) under the 2007 regulations. However, further action may be required regarding generic teaching qualifications.
